Introduction

The Gloucester, Cheltenham, and Tewkesbury Joint Core Strategy (JCS) Development Plan Document was adopted in December 2017. As outlined above, it is a coordinated strategic plan that sets out how the local authority areas of Gloucester City, Cheltenham Borough and Tewkesbury Borough will develop between 2011 and 2031. It sets out a spatial strategy, planning policies and site allocations to deliver development needs, whilst protecting the natural and built environment.

A full review of the JCS has now commenced and an Issues and Options consultation took place between November 2018 and January 2019. The adopted JCS included a commitment to undertake an immediate review of the plan in relation to housing supply and retail/town centre matters. However, in response to the plan-making requirements set out in the updated National Planning Policy Framework (2019), the scope of the review will be comprehensive and provide a full review/replacement of the Plan.


What has happened since Issues and Options Consultation, October 2018?

The JSP authorities held an ‘Issues and Options’ consultation from October 2018 to January 2019.

Since the consultation closed in January 2019:  

  • Gloucestershire County Council are working closely with the JSP Team and other key partners 

  • The consultation responses have been reviewed and summarised 

  • The Adopted JCS has been monitored

  • Evidence-gathering to support the plan’s preparation has and continues to be prepared

  • Further evidence is being commissioned

  • The proposed strategy for growth is emerging following work with our key partners, and evaluation of the evidence and responses to the Issues and Options consultation


Where are we now?

We are preparing a draft plan for consultation. The proposed timescales for the plan’s preparation are currently under review and will be published on this website in due course.


What happens next?

The next stage in the plan process will consider growth and spatial options i.e. how much development is needed and where can it be delivered in the most sustainable way. It will also consider strategic policies.
