In 2013 each JCS authority undertook a strategic assessment of land availability in accordance with a joint methodology which reflected the Beta National Planning Practice Guidance (NPPG).

The NPPG requires authorities to consider capacity within their authorities with regard to the availability of land to accommodate housing and employment development. These studies have now superseded the former Strategic Housing/Employment Land Availability Assessments (SHLAAs and SELAA‘s).

A SALA does not determine or make recommendations as to whether a particular site should be allocated for housing or employment purposes, nor does it determine whether planning permission should be granted, these matters are for statutory plan and decision making processes.
